WHO IS BEHIND QUESTION H?
David Smith is a wealthy Baltimore County Republican who has spent $415,000 this election cycle trying to slash the Baltimore City Council by more than 40%.
He is the Executive Chairman of Sinclair Broadcasting and owner of the Baltimore Sun.
HOW DID QUESTION H GET ON THE BALLOT?
Question H was placed on the ballot by petition by a group called People for Elected Accountability and Civic Engagement, known as PEACE Baltimore — a ballot issue committee funded entirely David Smith according to Maryland’s campaign finance database. PEACE Baltimore is registered with the State of Maryland to campaign for Question H and accepted $415,000 in donations during the current election cycle, 100% from David Smith. The PEACE website mentions a one-person team, Chair Jovani Patterson, a Republican who ran for Baltimore City Council President in 2020 and lost.
