The effort to get this issue onto the ballot has been funded entirely by David Smith, wealthy Baltimore County resident and Executive Chairman of Sinclair Broadcasting Group.

David Smith is a wealthy Baltimore County Republican who has spent $415,000 of his own money this election cycle trying to slash the Baltimore City Council by more than 40%. He is the Executive Chairman of Sinclair Broadcasting and owner of the Baltimore Sun.
